Sister City Originally ran to 14000 words before being cut at the request of the publisher.

Add another 25000 words and what do you get?

The Sister City started out as a 14000 word short story. Derleth asked for it to be shortened, which took it down to about 10000 words.

 

At a later date, the original story (14000) had another 25000 words added and a spanking new title.

The Burrowers Beneath perhaps?

It's been a while since I've read this one but I do slightly remeber it being about a city underground that's twinned with another and so The Sister City title makes muchos sensos...

 

I mean I could be completely wrong but I'm giving it a go anyway
