I may be completely wrong here as I haven't read Dreamlands for some time and could be thinking of something else, but isn't there more than one story involving cats in an inn in Ulthar?

 

I have a rather vague memory of Titus Crow or Henri in just such a place but can't remember exactly what he's doing there, or whether it's from the dreamland series or mythos omnibus!

 

Also I know there were other stories involving Ulthar but can't remember if it was Hero's story, Eldins or one of the characters they met there! Also now I think about it some more I can't remember if there was an inn involved or if it was just about seeing the wise guy (Atal or something like that)!!

 

Sorry, I obviously don't have the memory to answer this question!
